HIGHWOOD ESTATES: A PARTIAL HISTORICAL OVERVIEW

Highwood Estates occupies part of the southwest shore of Lake
Koshkonong in Wisconsin. Its history follows a path familiar around
many Midwestern lakes: working and recreational land was subdivided,
seasonal cottages multiplied, year-round residents arrived, and the
community had to decide how roads, sanitation, utilities, and shared
spaces would be built and maintained.

The story supplied to this archive begins with landowner and
businessman David C. Noe. It moves through rapid construction in the
1930s, the arrival of electricity and household conveniences, hard
mid-century disputes over sewerage and private roads, and the later
construction of a community clubhouse.

Highwood did not simply appear as a finished subdivision. It was
made through plats, contracts, cottages, utility lines, association
meetings, court arguments, environmental problems, volunteer labor,
and decades of decisions by the people living there.

  A Dane County Circuit Court ruling upheld the Town of Albion's
  refusal to treat Highwood streets as public town roads.

1978-circa 1982
  The community undertook and completed a new clubhouse project.
